Cheeye in Fund fix

The commission of inquiry into the alleged mismanagement of Global Fund (GF) money has directed Teddy Cheeye, the executive director of Uganda Centre for Accountability, to account for sh120m received from the GF to fight HIV/AIDS, tuberculosis and malaria.

The commission of inquiry into the alleged mismanagement of Global Fund (GF) money has directed Teddy Cheeye, the executive director of Uganda Centre for Accountability, to account for sh120m received from the GF to fight HIV/AIDS, tuberculosis and malaria.

Cheeye, also director economic affairs at the Internal Security Organisation, appeared before the commission on Friday but pleaded for adjournment. He said his staff were on holiday.

According to the PriceWaterhouseCoopers report that led to the suspension of the GF, Cheeye’s organisation had accountability problems.

The report said the organisation failed to provide supporting documents for expenditures worth sh1.8m, there was lack of accountability for facilitation allowances totalling sh1.2m and fuel receipts were queried.

Uganda Centre for Accountability received the GF money to do value for money reviews of expenditures for four districts in Uganda.

Cheeye, also proprietor of the Uganda Confidential, said: “I am asking for adjournment because my technical staff are on holiday till January 9.” He said his project co-coordinator, Geoffrey Nkruruzinza, was out of office till early next year.

Justice James Ogoola, who chairs the commission, said, “That is rather a long holiday. When do you work? That does not make you to be on holiday before the commission. You are entitled to a holiday for a whole year but not before the commission. When do you want to appear?”

Ogoola directed Cheeye to furnish the commission with documents of his company, like the constitution, the certificate of incorporation, work plans, bank statements covering the period he received the money, financial reports, monthly and quarterly reports, receipts and vouchers supporting expenditures.
