Lack Of Funds Led To Exam Malpractice

UGANDA National Examination Board (UNEB) secretary, Matthew Bukenya made a shocking revelation during the release of the 2003 O’ level examination results.
He said that UNEB withdrew scouts from some examination centres owing to financial constraints. This gave some examination centres especially in the western and northern regions the opportunity to cheat.
“Hon. Minister, the Board did not have enough funds to keep some scouts in the field,” Bukenya said.
Bukenya also said that some invigilators appeared to have been compromised, although the majority did a commendable job.
He said malpractice include impersonation, smuggling of material into the examination room and external assistance.
Questions were raised on whether cheating could have been responsible for the better performance.
Bukenya further said: “The board has, painfully had to cancel results of 851 candidates. Most of the cases were due to external assistance given to candidates in the examination room. This occurred especially in Mathematics, English language, Physics, Chemistry practical and Biology.”
Bukenya said the number of candidates who were caught engaging in examination malpractice had increased to 851 from last year’s 432.
He added, “Other cases were either caught smuggling notes into the examination room, impersonation or collusion. It is disheartening to note that cases of impersonation appear to be on the increase especially Kasese from where over 90% of the culprits were arrested.”
Makubuya issued a strong warning against exam malpractice and called for punishment of the culprits.
“Everybody should participate in the fight against examination malpractice. It is only unfortunate that we have been let down by courts. Last year, a priest was arrested but only fined sh50,000. This is unfortunate, the minister noted.
