APAC LC5 chairman Ben Olwa has blasted the Inspector General of Government (IGG), Jotham Tumwesigye (right), over the dismissal of the deputy chief administrative officer (CAO), Martin Obia.

APAC LC5 chairman Ben Olwa has blasted the Inspector General of Government (IGG), Jotham Tumwesigye, over the dismissal of the deputy chief administrative officer (CAO), Martin Obia.

Olwa said only the district service commission (DSC) had the power to recruit and dismiss civil servants.
“Only DSC has the authority to recruit and dismiss officers,” Olwa’s April 13 letter to IGG said.

Olwa said, “They (DSC) are the only competent authority to handle this matter as per the Local Government Act, 1997.”

Jotham Tumwesigye and his deputy, David Psomgen, had recommended that the DSC revokes its earlier decision to sack Obia.

Tumwesigye said Obia was dismissed before subjecting him to disciplinary action as per the Local Government Act. He said the termination was unlawful as the principles of justice were ignored.

He added that Obia was no given the opportunity to defend himself, contrary to the Pubic Service Standing Orders.
