EDUCATION and Sports state minister Okello Oryem has appointed Jasper Aligawesa acting National Council of Sports (NCS)general secretary.

EDUCATION and Sports state minister Okello Oryem has appointed Jasper Aligawesa acting National Council of Sports (NCS)general secretary.

Aligawesa, also an NCS vice chairman, will be in charge at Lugogo until the recruitment process for the sports body’s top two administrative posts is completed.

NCS has since the retirement of Abbey Lutaya last June had assistant general secretary John Odyek acting as top executive.

Odyek’s contract however ended on April 30 before a substantive general secretary and assistant general secretary (administration) were in place.

Interviews for the two posts were indefinitely suspended last month with NCS’ excuse being that some of the interviewees were abroad.
“It is true I have appointed Aligawesa in an acting capacity,” Oryem said yesterday.

Assistant general secretary (technical) Justin Ligyalingi was before Aligawesa’s appointment acting as Lugogo’s top man.

Oryem explained that he had to look elsewhere for someone to run the body because Ligyalingi has some crucial duties in his official role of assistant general secretary (technical).

“Elevating him to the top would leave a big vacuum that can not be filled in the post of assistant general secretary (technical),” said Oryem.

He said Aligawesa’s appointment was after wide consultations.
When contacted yesterday Ligyalingi said he was yet to receive communication about the new NCS chief.

“I want to get in there and make things move,” were Aligawesa’s words after learning of the appointment.

Aligawesa,45, was a presidential aide to Godfrey Binaisa. He was also Grand Imperial Group of Hotels sales and marketing manager.

He was prior to his appointment at NCS vice chairman Federation of Uganda Basketball Association (FUBA) member and Express FC press secretary.
