FIVE of the 2001 presidential candidates have failed to pay rental fees to Kampala City Council (KCC) for their election posters.

KCC spokesperson Simon Muhumuza said Dr. Kiiza Besigye, Francis Bwengye, Chapa Karuhanga, Kibirige Mayanja and Aggrey Awori were still indebted to KCC.

“In case these debtors contest in any other elections, they will have to clear the debts with KCC before their posters are allowed to be put up on the streets of Kampala,” Muhumuza said in an interview yesterday.

He said KCC charges sh1m per presidential candidate for putting up election posters.

Muhumuza said there had been no law governing outdoor advertising previously, adding that the council’s approval of a law on advertising would enable them catch up with such defaulters.

According to the 2004 Kampala City Outdoor Advertising Ordinance passed recently by the district council, the penalty for defaulters is either a fine or prosecution.
