KAMPALA City Council (KCC) has re-opened an access on Kampala Road but restricted it to President Yoweri Museveni and his entourage.

Museveni uses the access road, which is adjacent to Crane Chambers, to connect to State House, Nakasero.
KCC earlier closed the access together with other turnings on various city roads as part of the implementation of the Kampala Urban Traffic Implementation Plan (KUTIP), a study aimed at reducing congestion in the city centre.

The project, implemented under the Nakivubo Channel Rehabilitation Programme, was contracted to Dott Services Ltd.
NCRP engineer Bonnie Nsambu yesterday said the President’s Office requested KCC to re-open the turning for security reasons.
He said KCC would construct a movement barrier that will only be opened for the President.

Meanwhile, Steven Candia reports that the Police will today deploy traffic Police at entry points of the roads to direct motorists as 19 roads in the city become one way today.

Motorists have also been urged to cooperate and adhere to the new changes aimed at ridding the city of traffic jams.
Speaking at the Central Police Station, Kampala Traffic chief Gabriel Tibayungwa yesterday asked the public to be patient with the changes being implemented by KCC under the Kampala Urban Traffic Improvement Plan.

Tibayungwa particularly singled out boda-boda cyclists (motor cycle taxi operators), who he said flout traffic regulations.
