THE Buganda Lukiiko convenes today to discuss the Cabinet decision that the regional tier system be adopted for districts which want to form regional governments instead of adopting federalism.
The Katikiro Mulyan-yamuli Ssemwogerere (right) yesterday cautiously said, “We have not received a formal communication from the central Government. But the Lukiiko will sit tomorrow and that is one of the subjects we are going to discuss. So I can’t make a comment now.”
In a night-long meeting chaired by President Yoweri Museveni at State House Nakasero on Thursday, Cabinet also endorsed a proposal by the Constitutional Review Commission (CRC) that the districts of Buganda will be deemed to have agreed to form a regional government.
Buganda had, in a memorandum, called for a federal system of governance for the whole country.
The kingdoms of Buny-oro Kitara and Busoga also made submissions in favour of federalism.
Buganda’s information minister Charles Mayiga said the Cabinet decision was not different from what the Constitution says.
“The Government established the CRC to collect people’s views. The Government was told that Buganda wants federo but the Government has instead handed over what Buganda rejected a long time ago.”
Luweero district chairperson Hajji Abdul Nadduli said, “The Baganda want federo and if Museveni does not give it to us, he will lose support in Buganda.”
