PRESIDENT Yoweri Museveni has summoned the former director general of the External Security Organisation (ESO), David Pulkol, over alleged loss of funds and his failure to handover ESO equipment, security sources said yesterday.

Pulkol is to report to the State House today along with the incumbent ESO chief Maku Iga, the sources said.

Pulkol, twice the ESO top man but now a critic of the Government, is accused of failure to surrender among others, a key to drawers containing vital files.

Sources said Pulkol is said to have misappropriated about sh300m in employees’ gratuities.

Pulkol said yesterday, “These allegations are not true. Of course you know that these allegations are not true.” He promised to give The New Vision an interview on what is happening.

Maku said he and Pulkol had been summoned to the State House but he would not give details.
The sources said the issue of lost gratuities was unveiled by a probe committee which Maku set up soon after he took office from Pulkol last October.

The committee is said to have found anomalies in financial management under Pulkol’s administration.

Pulkol has recently been associated with groups opposed to the lifting of the two five-year term limit for a president. He is closely associated with opposition groups including the Parliamentary Advocacy Forum (PAFO).

Pulkol argues that Museveni should step down in 2006.

He told New Vision recently that he was still aMocvement supporter and that he would contest for top positions in the new National Resistance Movemnt party.
Pulkol also claims to be an honorary member of thr Uganda Young Democrats (UYD).

After Pulkol was dropped as ESO chief, he claimed that he turned down an offerof a job at Uganda’s High Commission in London.
