Museveni meets Pulkol

President Yoweri Museveni has directed that former External Security Organisation (ESO) chief David Pulkol retains his pistol and two military bodyguards, sources said yesterday.

President Yoweri Museveni has directed that former External Security Organisation (ESO) chief David Pulkol retains his pistol and two military bodyguards, sources said yesterday.

Museveni gave the directive on Friday when he met Pulkol and all heads of national security organisations at the State House, Nakasero.

Pulkol handed over security equipment, including a satellite phone, to Museveni. Pulkol later also handed over classified files to his successor, Maku-Iga, at the ESO headquarters.

The sources quoted Museveni as saying Pulkol should retain the pistol and bodyguards because he (Museveni) did not want Pulkol bumped off by the enemies of the State.

“Now that he is a member of PAFO, he can be killed by the enemies of the state who will then blame the State,” Museveni reportedly told the meeting. PAFO is a parliamentary grouping opposed to the plan to drop limits on presidential terms.

Present was security minister Betty Akech, Internal Security Organisation chief Col. Elly Kayanja, Military Intelligence chief Noble Mayombo, Maku-Iga and his deputy, Robert Masolo. The meeting followed reports of friction between Mayombo and Kayanja.

Museveni reportedly told Pulkol to “tone-down his political talk until full political campaign begins soon.”

Pulkol is now a critic of Museveni. He resigned his parliamentary seat in 1996 for the ESO job in which he served two terms.

Sources said Museveni asked the current ESO chiefs if Pulkol misappropriated funds while in office. Maku reportedly said he had no such complaints against Pulkol.

Pulkol said yesterday, “I am a very happy man. I have handed over. I am happy that I was given a chance to contribute to the security of the country though I was not a career intelligence officer. It was a worthwhile experience, which will help me contribute to a better Uganda.”
