Bukenya, Kabaka hold talks

VICE-President Prof. Gilbert Bukenya had a one-on-one meeting with the Kabaka at his Banda palace yesterday.

The Kabaka’s private secretary, Peter Mpanga, received Bukenya, who arrived at the palace at 1:30pm.
“The VP and the Kabaka are friends and they were having a lunch meeting where they discussed matters of mutual interest,” Bukenya’s publicist Simon Kaheru said.
“The VP is an MP in Buganda so they also interact as leaders,” Kaheru said.

The Kabaka also had a one-on-one meeting with President Yoweri Museveni last month at the State House, Nakasero.

The Government and Buganda have disagreed on the composition of the Lukiiko (Buganda parliament).

Meanwhile, Movement vice chairman Hajji Moses Kigongo told a rally in Luweero district on Tuesday that the Government might resort to a “second and a third phase” in case peaceful negotiations with Mengo over federo failed, reports Frederick Kiwanuka.

“We are at phase one of peaceful negotiation for the good of Buganda and Uganda. If this fails, we shall be compelled to go to phase two and, if necessary, to phase three,” Kigongo said.
Kigongo, who is on a countrywide tour to educate the masses about the White Paper, was addressing Luweero district leaders.

He said in the ‘second phase’ documentary evidence would be produced to pin federo agitators over their past commitments on the matter.
“We shall bring out tapes to pin them over what they said during the Constituent Assembly (CA),” Kigongo said. He did not explain the “third phase”.

He was accompanied by Luweero Triangle state minister Prof. Semakula Kiwanuka and Wakiso LC5 chairman Ian Kyeyune. Kigongo said Buganda negotiators were bent on lying.

Kiwanuka said traditional leaders have always been subjected to the law.

Kyeyune said the White Paper was good for Buganda and Uganda but was being misinterpreted so as to discredit the Movement.
