HIGH Court judge Okumu Wengi on Wednesday declined to handle Bunyoro’s application seeking a summary judgement against Kabaka Ronald Mutebi, after he (Kabaka) reportedly failed to defend himself.

Bunyoro accused Buganda Kingdom of plunder, killing, molesting, and harassing its people, during the past inter-kingdom clashes.

Justice Wengi deferred the controversial application to October 16 and directed Bunyoro’s lawyer, Ayena Odongo, to serve the Kabaka with it.

High Court’s deputy registrar Godfrey Namundi opted out of the application last week and referred it to Justice Okumu.

Registrars normally handle these types of applications.

Saying Bunyoro was jointly and severally suing the Kabaka, the Government and 3636 absentee landlords of Bugangaizi and Buyaga in Kibaale, Okumu said it was imperative that the application against the Kabaka was handled in the presence of other defendants.
Okumu said, “I want to deal with the application inter-parties (with all the defendants involved). I don’t want to do it behind the back of the Attorney General. I don’t want to be blamed by anybody.”

The Attorney General has applied for permission to make a late defence against accusations that it has failed to address the historical wrongs Buganda committed against Bunyoro.
