THE legal and parliamentary affairs committee of Parliament on Thursday scrutinising the White Paper, with the justice and constitutional affairs minister, Janat Mukwaya, maintaining her position on Parliament having powers to sack cultural leaders.

Mukwaya introduced the White Paper together with the International Criminal Court (ICC) Bill 2004 and the Domestic Relations Bill (DRB) 2003 to the committee chaired by Jacob Oulanyah (Omoro).

She said she would not amend the White Paper and the position of the Government, including the stand on the removal of cultural leaders by Parliament in case they breach the law, remained.
“One thing is clear. there must be sanctions on cultural leaders. The only questions is, what sanctions and by who? These changes will be debated by Parliament,” Mukwaya said.

The Minister, flanked by acting Attorney General Lucien Tibaruha, presented proposed amendments to the ICC Bill and the DRB to the committee. The committee is expected to report back to the House when it returns from recess.

Mukwaya introduced the White Paper to Parliament on September 21 and the Speaker referred it to the committee for scrutiny before it is returned to the house for the general debate.
She said the Constitutional Amendment Bill was still being drafted.
