LCS in Mbale Municipality are divided over contentious issues in the White Paper, reports Joseph Wanzusi.

At recent consultative meetings with their MP Sylvester Wanjusi Wasieba, LCs and opinion leaders of Wanale Division voted against lifting presidential term limits, while those in Industrial and Northern divisions wanted them lifted.

Wanale said appointment of chief administrative officers (CAOs) be done by the Public Service Commission but Industrial division said that would weaken the decentralisation policy.

Mbale LC5 chairman Bernard Mujasi said the current policy of district service commissions appointing CAOs, who are also the accounting officers, was one of the factors abetting corruption in local governments as commissions could be compromised.

But the divisions rejected the establishment of regional governments but said cultural leaders who broke the law should be tried in court.
