LONDON — FISHING should be banned in almost a third of all UK territorial waters and marine reserves created to replenish vanishing stocks, a royal commission urged recently. The radical proposal, which would lead to the compulsory decommissioning of more trawlers, recommends that permits should only be granted where it can be shown that fishing would be sustainable and not harm the sea bed.
