PRESIDENT Yoweri Museveni has said the influence the Parliamentary Advocacy Forum (PAFO) had over the sixth Parliament, coupled with donor pressure, were to blame for the power shortage in the country.

Museveni, who was yesterday opening Tembo Steels (U) Ltd in Iganga, said, “Government is going to work hard to solve a long-term problem of power shortage caused by the two people.”

“Because PAFO remained silent in Parliament, something we didn’t know, the sixth Parliament took certain decisions that influenced the would-be genuine deliberators to agree on certain motions smeared with PAFO interests,” he said.

“The second group is the outsiders. I will not mention who said ‘if Bujagali is built, there will be too much electricity which the country would fail to sell’.”

“But when we began having problems with power shortage, they are ashamed and cannot talk. It is good PAFO is now exposed,” Museveni said.

Museveni said outsiders tried to interfere with Uganda’s security matters and had caused more trouble. “When I boldly came out, they are quiet and you can realise a big change in our security.”

Museveni warned politicians against interfering with investors, who he referred to as ‘cows’.
“Leave my cows alone because they are solving the problem of unemployment,” he said.

He said jobs were in factories and not in leadership or kyeyo (odd jobs abroad). “I wonder why people go to Europe apart from learning how to change hairstyles,” Museveni said, causing laughter.
He said people who go abroad should educate the rest how the West had developed through industrialisation.

He accused the investment state minister, Sam Kutesa, of frequenting the US to beg instead of planning for the country.
