Gender and culture state minister Sam Bitangaro has declined to testify in a fraud case against Charles Twagira, the former director of Oil Seeds, reports Maurice Okore.In a January 23 letter to the Director of Public Prosecutions, Richard Butera, Bitangaro said he would not testify in the case because he is not a competent witness. The letter said, “Twagira was and is still a client of Bitangaro and Company Advocates in the civil case that gave rise to the criminal case. In this circumstances, I am not a competent witness to testify in this case. It was signed by Bitangaro and copied to Buganda Road Court Chief Magistrate Frank Othembi, who is hearing the case. It was tendered in court yesterday by Senior Principal State Attorney Simon Byabakama. The court had summoned Bitangaro to appear on December 3, 2001 and testify whether he forwarded sh70m to Twagira to clear arbitration fees for Remmy Kasule of Kawanga and Kasule Company Advocates.Ends
