By Kenneth OtimSoroti deputy Resident District Commissioner, David William Oumo, has said corruption among government and district leaders has affected the implementation of the cattle restocking exercise in Teso.Oumo was speaking at the opening of the Women’s International Cross Cultural, (Isis-WICCE) workshop at Soroti Nursing training school, aimed at reviewing the findings on research about women’s experiences in areas of armed conflict in Teso.Oumo said sh1b meant for the restocking programme was not properly utilised.“The urge by civil and political leaders to satisfy their interests at the expense of the people has affected the government’s policies,” Oumo said.He said corruption in the restocking exercise was exposed in the recently concluded LC5 elections where some councillors lost the elections for failure to account for money meant for the programme.The Isis-WICCE director, Ruth Ojiambo, said the findings showed that women in war torn areas were in dire need of health services because they could not afford proper medical assistance for the Iteso. A team of specialized doctors including psychiatrists are to start work to treat the traumatised victims of the six year war.
