POSITION OF SCHOOL BURSARQualifications:Eligible candidates should possess:1) A Bachelors Degree in Commerce, Business Administration or related areas with at least not less than five (5) years of experience in a senior management position in the Finance/Accounts Department.ANDii) Membership of the following professional bodies, ACCA, CIMA, CPA or equivalent with at least five (5) years experience in a senior management position in the Finance/Accounts Department.iii) A Masters degree preferably MBA, specializing in Finance and/or Accounting, M.Sc (Accounting of Finance option) or equivalent will be an added advantage.Required Competencies- Ability to write up books of accounts- Ability to use relevant computer programmes- Ability to plan, execute and monitor departmental plans- Ability to lead, motivate and develop staffDuties1. The Bursar will be the Head of the Finance Department and will report to the Principal.2. Prepare annual budgets and other statutory financial reports and submit them to the relevant School organs as will be required by the Principal.3. Prepare the School’s long-term strategic budgets.4. Plan and advise on sources and uses of funds.5. Act as Finance advisor to the Accounting Officer and to the managers of the various budget centers of the School.6. Ensure timely submission of accurate financial records and monthly statements required for financial management.7. Organize, supervise and control the procurement and stores functions.8. Be the chief steward of the School’s financial resources and signatory to all School accounts as mandated by the School’s Accounting Officer.9. Supervise accounts function and ensure that all expenditures and other transactions are in line with the School and government financial regulations.10. Liaise with the Accounting Officer and the School Secretary in the establishment, implementation and payment of wages.11. Liaise with the relevant officers of the School on issues of quality control and service delivery to ensure efficiency.12. Monitor and periodically evaluate the financial controls of the School and spearhead financial policy reviews.13. Plan, coordinate, develop and evaluate human resources in the department.14. Any other duties assigned by the Principal from time to time.2. POSITION OF THE SCHOOL SECRETARYQualificationsEligible candidates should possess the following:1) A Ph.D degree or an equivalent with at least five (5) years experience at managerial level.ORii) A Masters degree in any of the following study programmes: - Masters in Business Administration, Law, Educational Management, Education Administration, plus at least seven (7) relevant years experience in a senior management position.Required competencies- Ability to manage meetings including writing of minutes. - Ability to organize the human resources function. - Ability to use relevant computer programmes. - Ability to plan, execute and monitor department plans. - Ability to lead, motivate and develop staff.Duties1. The School Secretary will be the Head of the Department dealing with the administrative affairs of the School and will report to the Principal.2. Will act as Secretary to Council and Council Committees.3. Plan, supervise and review the strategic plan and annual action plan and budget of the Department.4. Be responsible for the day-to-day administration of the School’s administrative and support staff including overseeing administrative staff inductions, training, appraisal, and promotion.5. Responsible for the security of the school assets and the asset register and ensure effective utilization of the above.6. Oversee legal matters.7. Oversee the management of School estates8. Oversee medical matters of both academic and administrative staff.9. Liaise with the School Bursar on issues of staff establishment and wage bill to ensure timely payments and cost effectiveness10. Liaise with the Registrar and Deans of Faculties and Heads of Departments to develop an academic staff development programme11. Prepare periodic (annual) report on staff affairs, school assets, etc.12. Liaise with School Bursar, Registrar, Dean of Students and Academic Deans to prepare School annual reports.13. Any other duties assigned by the Principal from time to time.3. POSITION OF SCHOOL REGISTRARQualifications and experienceEligible candidates should possess the following:1) A Ph.D degree with at least five (5) years experience at managerial level in an educational institution or its equivalent.ORii) A Masters degree with an honors first degree and seven (7) years relevant experience at senior managerial level.Required Competencies- Ability to manage meetings including writing of minutes. - Ability to deal with students. - Ability to use relevant computer programmes. - Ability to plan, execute and monitor departmental plans. - Ability to lead, monitor and develop staff.Duties1. Will be head of the Registrar’s office of the School and will report to the Principal.2. Will act as secretary to the Academic Board.3. Plan, supervise and review the strategic plan and annual action plan and budget of the Department.4. In conjunction with Deans of Faculties, plan and advise on different academic programmes, projects and advise on enrolment and assess and advise on required physical plant capacity to run such programmes and enrol such students.5. Establish and maintain students’ database including examination records and issue transcripts and certificates6. Supervise admissions, registration, examinations, and academic ceremonies.7. Handle accreditation.8. Co-ordinate academic activities of Faculties including School Academic Calendars.9. Supervise examinations for Uganda Colleges of Commerce and private training institutions affiliated to the School.10. Organize and develop the School alumni.11. Plan, co-ordinate, develop and evaluate the Human Resources of the Department.12. Any other duties assigned by the Principal from time to time.4. POSITION OF DEAN OF STUDENTSQualifications and ExperienceEligible candidates should possess the following.i) A Ph.D degree with at least five (5) years working experience at an education institution or equivalent.ORii) A Master’s degree and an honours first degree with at least seven (7) years working experience at senior managerial level.Required Competencies- Inter-personal skills, ability to deal with and relate to people effectively. - Ability to use the relevant computer programmes. - Ability to plan, execute and monitor departmental plans. - Ability to lead, motivate and develop staff.Duties1. Will be Head of the students’ information and welfare services and will report to the Principal.2. Plan, implement, supervise and monitor the strategic plan and annual action plans and budgets of the department.3. Plan and advise on accommodation services of the students.4. Plan students catering services.5. Oversee and maintain students medical services.6. Oversee and monitor sports activities.7. Oversee counseling services of students.8. Coordinate the chaplaincy.9. Supervise Students Guild activities.10. Identify, advise and plan training programmes for students.11. To formulate and/or oversee strengthening of students’ partnerships with stakeholders, e.g. internal associations, alumni, parents/guardians, public service, private sector, other universities and colleges for purposes of networking and employment.12. Support students’ initiatives in any development activity.13. Plan, coordinate, develop and appraise the Human Resources of the Department.14. Any other duties assigned by the Principal from time to time.
