THE division chairman for Rubaga, Justin Ssendikaddiwa, has appealed to the Electoral Commission (EC) to expedite the elections of the youth and disabled so that the councils begin work, report Charles Odongtho and Catherine Ntabadde.He said yesterday that the delay in electing the youth and disabled has stalled development in the division because the executive cannot be chosen before these groups are elected. “Council was dissolved when the new council got sworn in at the end of last month and right now there is no council in place,†Ssendikaddiwa said.“Our work is paralysed because the council is not yet full. I appeal to the Electoral Commission to work quickly towards election of the youth and disabled,†he said.He appealed to the Ministry of Local Government to revisit the provision, which prevents the councils from forming their executive before all elections are complete.Ssendikaddiwa said the division was in the process of dividing into four zones for management of its garbage collection.“We need assistance in form of grants from the Government because the venture is expensive,†he said.
