By John Odyek and Wilsons ManyireThe NGO registration board has told the Police and resident district commissioners (RDC) to stop the operations of Caring for Orphans Widows and the Elderly (COWE) following the revocation of their license.Susan Kasule, secretary to the NGO Registration board, yesterday said the COWE licence was revoked on April 4 but allegedly continued to operate. “The Police and RDCs are expected to play their role. COWE was advised to stop their operations and not to tamper with accounts,” she said.Kasule said COWE was asked to appeal to the internal affairs minister against the revocation. Kasule said COWE would wind up following a dissolution clause which is provided in their constitution. “Their constitution provides how it can settle its debts and what happens to their property in case the minister upholds the decision to revoke the license,” Kasule said.COWE, with headquarters in Makindye, a Kampala suburb, was licenced in July, 2001 to assist orphans, the elderly, widows and was to operate in three districts.ends
