PRESIDENT Yoweri Museveni has revealed plans to build a UPDF barracks at Kakiri, establish a fully-fledged School of Artillery and Air Defence at Butiaba and expand the army’s headquarters at Bombo in a modernisation move.

PRESIDENT Yoweri Museveni has revealed plans to build a UPDF barracks at Kakiri, establish a fully-fledged School of Artillery and Air Defence at Butiaba and expand the army’s headquarters at Bombo in a modernisation move.

Lt Gen Museveni, the UPDF Commander-in-Chief, revealed this on Saturday while passing out officers and men who completed military courses at the Combined School of Artillery and Air Defence at Butiaba, Masindi district.

“The programme of modernising the UPDF has progressed. Other steps that have been taken to improve the standards of the UPDF include a plan to build a fully-fledged School of Artillery and Air Defence at Butiaba, the building of a new barracks at Kakiri to provide enough housing units to the officers and men of the UPDF and the expansion of the army headquarters at Bombo,” Venerato Keeya of the Presidential Press Unit quoted the President.

In his address to the graduands, Museveni also emphasised the importance of training. He stressed that training was a prerequisite in Uganda’s strategy of building a modernised army.

“In the 1990’s, Uganda reduced its army to a small number to enable the government save money and concentrate on the improvement of military equipment so as to build a small but well equipped army and well trained personnel,” he said.

The UPDF officers and men were trained in three courses: the Officers Gunnery Course, the Instructors Gunnery Course Level 1 and the Artillery Men’s Course Level 3. The programmes took between eight to 10 months.

Museveni stressed the need to strengthen the civil-military relations, saying the army had a cardinal duty of maintaining peace and stability of the state. He added that to realise this objective calls for a high degree of discipline among security personnel.

He warned them against behaviour that reflects negatively on the force, saying “any soldier who behaves in an anti-people manner is not an asset for the army.” He also cautioned the officers to guard against the deadly HIV/AIDS.

The President inspected the air defence equipment guided by the Field Artillery and Defence Division Commander, Brig. Jim Ow’oyesigire, and the UPDF Chief of personnel and Administration, Mark Kodil. He presented awards and certificates to those who excelled in the course.

Army Chief of Staff Brig. Nakibus Lakara thanked the President for his efforts in building a modern and professional army.
