The officials could not adequately explain how a mind-boggling sh3b wound-up as queries in the Auditor General’s report for the financial year which ended June 1999.

But unlike most district officials, the chief administrative officer, Faust Olwitingol, who appeared with his chief finance officer, Michael Etin, defied accounting morality when they came to account for the money without any supporting documents.

This left MPs on the local government accounts committee shaking their heads in disbelief.
“Ï think this is the most disorganised district we have ever had. How can you operate without final accounts when even me in my small shop I prepare a final account? committee chairman Apollo Ofwono asked.

“We have gone through all the queries, no answer, no evidence, and no documents? We have been very lenient to you,” Ofwono said.

Among the money queried were unrecovered advances amounting to sh231m, for which the district made no efforts to recover, or carry forward, but continued advancing to the defaulting officers.

Also in question are deposits sh98m graduated tax collection, reserves sh642m, questionable shortfall in district revenues to the tune of sh877m.

The district also spent sh1.9b in excess, irregularities in procurement to the tune of sh4.3m and doubtful payments sh69m.
“Expenditure totalling sh37m were not supported by relevant documents, while sh9m had no vouchers.

In the absence of key documentation, this expenditure can be regarded as potentially fraudulent,” the AG report queried.
