East African leaders are to bid farewell to outgoing Kenyan President Daniel Toroitich arap Moi this Saturday.

Moi arrives in Uganda today on a two-day special farewell visit to Uganda. He was invited by President Yoweri Museveni, the State House said in a statement yesterday.
The Kenyan leader is expected to be hosted to a state banquet tonight.

Moi, the chairman of the East African Community (EAC) which groups Kenya, Uganda and Tanzania, will address Parliament at 10:00am tomorrow, the statement, signed by Museveni’s press secretary Mary Karooro Okurut, said.

“During his stay in Uganda, the Kenyan leader will hold extensive bilateral talks with President Museveni,” Okurut said.

She said the two presidents will address a joint press conference tomorrow afternoon before Moi concludes his visit.

Among the activities which will be held during the fourth summit of the EAC in Arusha, Tanzania, on Saturday, will be special events to honour and pay tribute to Moi, a statement issued by the EAC secretariat said yesterday.

The activities include the holding of a special session of the East African Legislative Assembly at the Chamber of the Assembly, which will be addressed by Moi.

Moi has been MP for 47 years. He was the late Jomo Kenyatta’s vice-president for 12 years, and has been president for the last 24 years.

During those years, the EAC has risen and fallen, and risen again, with Moi’s major participation.

“The main event of the EAC day celebrations will be a public rally at the Sheikh Amri Abeid Stadium in Arusha on Saturday, addressed by the three East African heads of state,” said EAC information and public relations officer, Magaga Alot.

The EAC secretariat was inaugurated on March 14, 1996 and the signing of the Treaty for the Establishment of the East African Community took place on November 30, 1999.

The two events paved the way for the inauguration of the community on January 15, 2001. The East African Legislative Assembly and the East African Court of Justice were inaugurated on November 30, 2001.

He said the celebrations are expected to realise wider and deeper sensitisation of the East African people and other stakeholders on the objectives and programmes of the community.

He said cultural activities by leading groups from the partner states will take place at the Sheikh Amri Abeid stadium at the Saba Saba Hotel in Arusha.

Magaga said the Council of Ministers of the community during its first meeting on January 13, 2001 declared November 30 an East African Community day to be celebrated annually.

President Moi last visited Uganda during President Museveni’s swearing-in ceremony in May last year.
