Reserve force commander Lt. Gen. Salim Saleh has appealed to organisations and pressure groups like the Reform Agenda, to find another forum to present their grievances but not through the UNRF II because their agenda differed, reports Ahmed Angulibo.

Speaking at the opening of the peace talks between the Government and the UNRF II rebels at Presidential lodge in Anyafio, Arua Municipality on Monday, Saleh said, “In order for negotiations to be concluded quickly, the delegates need to categorise and differentiate the arguments of UNRF II and address them separately from those of other groups.

“The UNRF II has its own history and reasons for having taken up arms. It also had its reasons for choosing to sign a ceasefire agreement on June 15. Pressure groups like the Reform Agenda need to find another forum where they can present their grievances and ask for redress.”

Saleh said it was important for negotiators to remember that Uganda had made several steps towards developing democracy and urged the parties to put the UNRF II concerns in line with existing laws and policies.

He said the President’s power to give political jobs was limited because appointments were guided by constitutional procedures.
