TWO times former Ugandan President Dr. Apollo Milton Obote has featured in a house ownership wrangle between the disputed Bakonzo/Bamba Irema Ngoma, Charles Mumbere, and an Asian businessman.

Mumbere and the Asian, Sarojbhai Patel, claim ownership to three houses on plots 31, 32 and 34 on Margherita Street in Kasese town council.

According to a copy of a 1982 letter by Obote to Mumbere, the former Ugandan leader gave the houses to Mumbere to rehabilitate him after denouncing rebellion against the Obote regime under the Rwenzururu war.

Another letter, also by Obote in the same year, directs the then minister Moses Apiriga to effect compensation to the original Asian owners.

Both letters were read to the district council by the chairman, Yokasi Bihande, on December 12.

Bihande said Obote gave Mumbere sh500,000, a bus, a car and a scholarship to America.

Bihande said Mumbere had written to the district through him seeking protection from eviction of his mother, Christine Mukirania, and other family members living on Kyebambe road in the town.

But acting on Kabarole based High Court orders, Stephen Ndorerire Auctioneers and court bailiffs evicted about 100 tenants from the houses.

Those affected include Mumbere’s young brother and Busongara north MP Christopher Kyibanzanga, and Obote’s former culture minister, Bwambale, the first Mukonzo MP.

Bihande told the council that it is most likely that government compensated the owner of these houses. He said he was still investigating the matter.
