The Electricity regulatory Authority (ERA) is mandated by the Electricity Act 1999 to regulate the Electricity Sector in Uganda. In practical terms ERA carries out economic, legal and technical regulation. ERA intends to recruit a dynamic personality to the position of ECONOMIST.DUTIES:Reporting to the Chief Executive Officer (CEO), the Economist will be responsible for;- Analysis of tariff applications by ERA licensees particularly examining cost recovery and rate of return principles.- Economic surveys and social impact assessment of tariffs.- Develop various tariff rate setting methodologies for ERA- Benchmarking the Uganda Electricity Sector to others in the region.- Database administration and management.- Any other duties as assigned by the CEOQUALIFICATIONS:- An Honours Degree in quantitative Economics, Statistics, Econometrics or equivalent from a recognised first rate University. Postgraduate qualifications such as a Masters Degree very desirable.- Demonstrable computer skills in database usage, internal and external communication etc.- At least three years working experience with at least two in a research environment at a recognised Research Centre or Institute.- Individuals outside of the age bracket 25 to 35 years need not apply.Applications (one original plus five copies) giving two professional and two character references and a comprehensive CV must reach the ERA Secretary by 12 noon on 1st March, 2002.
