By Edris Kisambira KAMPALA City Council (KCC) has said the Constitutional Square project will go on.KCC yesterday overlooked a stop of the controversial project that was recommended by a commission of inquiry set up to probe the planned project.Sitting for the last time before a new council is sworn-in this month, councillors seconded the resolution to have the project go on.“With the exception of councillor Robert Sebalu, council has agreed and resolved that the project should go on,” KCC speaker Alhaji Abdul Nsereko said.Members had questioned the recommendations of the commission. a member said, “I am also not amused about the operations of the commission that was set up to find out about the Constitutional Square project. I think it was set up to stop the project.”The meeting was chaired by Nsereko. The Mayor, John Sebaana Kizito, seconded the move. The commission of inquiry recently presented a report to the local government minister, Jaberi Bidandi Ssali, rejecting the bid by businessman Hassan Basajjabalaba to construct a shopping mall at the square. The commission said although the proposed project was good, it would have been better if it was sited elsewhere on the outskirts of the city. Nsereko said the government registrar of land titles had testified that the land belongs to KCC and that they had rights to do anything with it.
