KAMPALA — When local government accounts committee invited the district officials to defend their accounts on Monday, they expected the district administrative officer to appear with his chief finance officer (CFO). But in place of the CFO, Martin Grimwood, a World Bank expatriate, showed up. The committee rejected the documents he presented, saying they lacked authority and were irrelevant.
