Kirya Gets Deadline To Account For Sh129m

MEMBERS of Parliament have instructed the Ministry of Foreign Affairs to write to Uganda’s High Commissioner to the United Kingdom, Prof. George Kirya, to account for over sh129m in two weeks.

MEMBERS of Parliament have instructed the Ministry of Foreign Affairs to write to Uganda’s High Commissioner to the United Kingdom, Prof. George Kirya, to account for over sh129m in two weeks.
They said if Kirya failed to do so, he would be summoned to appear before the Public Accounts Committee (PAC)at his personal expense.
The money, questioned in the Auditor General’s (AG) report for the financial year ended June 2000, was allegedly used in the repair of the London mission and no accountability was presented.
“By the time of the query, the mission had not submitted accountability,†the AG said. He said neither bills of quantity for purchases on the work presented, nor the terms of the contract were submitted.
Appearing before the committee yesterday, acting Foreign Affairs Permanent Secretary Julius Onen said the ministry had over the years lost control over foreign missions, and as a result, the missions had become more defiant on accountability.
“This matter has been raised before the Prime Minister. The missions are doing their own things. Next year, I fear our reporting here will be very minimal, there is lack of responses to our correspondences,†Onen lamented.
“Let us give him (Prof Kirya) a deadline within which to submit accountability to Parliament,†Avis Tibarimbasa (Ndorwa East) told the committee.
