INTRODUCTION
The Federation of Uganda Employers (FUE), together with Vantage Communications Limited (VCUL), are conducting an Employer of the Year Award Survey of employers. The survey, which is in its second year, is intended: -
a) To identify and recognize those organizations in Uganda (small or large, public or private), that have excelled in putting in place good human resource management policies and practices and to encourage other organizations to follow suit.
b) To assess employee working conditions throughout the country.
c) To develop a set of guidelines, combining expert opinion, practical experience, and the survey findings, by which Ugandan employers can aspire to improve their human resource management practices.

Recognizing that good human resource management practice goes beyond employee remuneration, the survey will look at overall workplace practices. Due recognition will be given to the following facts: -
a) The size and budget of a particular organization limit its ability to provide various employee benefits. For instance, small and medium organizations cannot be expected to have in place the same policies as their larger counterparts.
b) Organizations tend to be at different points of development, and those that are starting out or moving forward may not yet have every possible human resource practice in place.

The survey is expected to be conducted primarily through questionnaires sent to organizations and actual physical visits (audits).

SCOPE
1. The survey is expected to cover 400 organisations (small, medium, large) selected from the private and public sectors.
2. The survey will cover the whole country.

RECRUITMENT OF HR CONSULTANT
FUE and VCUL (hereinafter jointly referred to as the Client) seek the services of a Human Resource Consultant (firm or individual) to carry out a number of tasks in support of the above survey.

KEY TASKS

1. Development of Ranking Criteria
The Consultant will, based on the above objectives of the survey, develop acceptable criteria by which the different employers will be assessed and ranked. In developing the criteria, the Consultant will be expected to cover the following issues, among others: -
a) Existence of HR Function or Position at Senior Level plus clear articulation of HR Policy e.g. through existence of manuals and other documentation
b) Recruitment and Orientation Practice
c) Grievance Settlement Procedures
d) Training/Personnel Development
e) Work Place Conditions/ Environment
f) Occupational Safety and Health
g) Compensation Policies (How does an organization link performance and compensation?)
h) Performance Management
i) Employee Welfare Programmes
j) Emotional State (Staff Involvement, Delegation, Empowerment, Recognition etc…)
k) Internal ommunications/Feedback

2. Development of Survey Methodology
The Consultant will be expected to evolve a methodology for conducting the survey in the most transparent and cost-effective manner, taking into account the shortcomings of the previous survey.

3. Design of Survey Questionnaires
Related to task 2 above, the Consultant will design appropriate data capture tools.

4. Analysis and Interpretation of Findings
Following the data collection phase, which is to be based on the above questionnaires, the Consultant will analyze and interpret the findings. The Consultant will be expected to present a report, which will among other things, include: -
a) A ranking of the top employers in Uganda, based on the criteria to be determined by the Consultant.
b) An assessment of the status of employee working conditions throughout the country.
c) A set of guidelines, combining expert opinion and practical experience, by which Ugandan employers can aspire to improve their human resource management practices.

5. Presentation of Findings at a special workshop

OUTPUTS
Expected outputs for this assignment are: -
1. Ranking Criteria
2. Methodology for Conducting Survey (including design of appropriate questionnaires).
3. Survey and Survey Report that details ranking of participating organizations, and consultant’s general findings and recommendations.

DURATION OF ASSIGNMENT
The entire assignment will cover a total of 3-4 calendar months (subject to Consultant’s recommendations).

REMUNERATION/COMPENSATION
The Consultant (firm or individual) will be expected to quote a ‘fee’ for the above assignment. Costs should be clearly broken down for each task.

SUBMISSION OF PROPOSALS
Further details in respect of this assignment, including a synopsis of the previous survey are available from the Federation of Uganda Employers. Intending bidders can obtain a full set of briefing documents from the Federation of Uganda Employers at a cost of 50,000/-. Foreign-based firms will pay US$50, which also includes the cost of digitizing/couriering/faxing full set of documents. Proposals submitted in response to this invitation should include: -
a) Proposed Budget
b) Proposed Duration of Assignment
c) Capability Statement of Firm/Individual (In the case of firms, the firm should submit the CV(s) of the key personnel expected to work on the assignment.
