The MPs’ demand to the Minister of Defence to table a new comprehensive Bill governing the army hit a snag yesterday.

Technocrats working on the Bill told the parliamentary committee on defence that the Bill will not be ready in the next three months.

The Minister of Defence, Amama Mbabazi, did not appear before the committee, but lawyers of the first parliamentary council, Harriet Lwabi and Bernard Obel did. The amendment Bill 2002 is intended to repeal and replace the NRA statute.
