KAMPALA — A Uganda Taxi Operators and Drivers Association (UTODA) enforcement officer and his wife have been charged with theft. The two, Ismail Ssemwogerere, 23, of Ndeeba stage and Nassali, 22, are alleged to have stolen money from their neighbour as he they helped him move into his house on March 4. They denied the charge.
