Masaka Regional Criminal Investigations Department (CID) officer Joel Okwir on Thursday ordered the release of a Ssembabule district councillor who had been rearrested after he was acquitted by the High Court

Masaka Regional Criminal Investigations Department (CID) officer Joel Okwir on Thursday ordered the release of a Ssembabule district councillor who had been rearrested after he was acquitted by the High Court, reports Eddie Ssejjoba in Masaka.
George Ssendaula Mpagi had been rearrested by the Police in Ssembabule on the directive of the Resident District Commissioner, Hassan Galiwango, who told the Police to charge him again on other offenses.
The councillor had been convicted and sentenced to three years before a Grade One magistrate in Ssembabule on charges of embezzling over sh8m he had been given to construct a classroom block at Lubaale Primary School.
Galiwango complained that the work was shoddy and that the contractor did not fulfill the contract agreement.
The councillor, however, appealed to the High Court and was acquitted.
Galiwango ordered for his arrest and directed that new cases be opened against him alleging abuse of office.
Okwir instructed the Police to release the councillor saying he could only be charged in a civil suit if the district authorities wanted to sue him.
He also advised them to appeal against the High Court judgment.
He said abuse of office could only be sanctioned by the Director of Public Prosecutions (DPP).
