Court Reinstates COWE On NGO List

THE high court yesterday ordered the National Registration Board of Non-Governmental Organisations to reinstate Caring for Orphans, Widows and Elderly (COWE) as an NGO.

THE high court yesterday ordered the National Registration Board of Non-Governmental Organisations to reinstate Caring for Orphans, Widows and Elderly (COWE) as an NGO.

Justice Egonda Ntende nullified the board’s decision for the revocation of the registration certificate for COWE.

Egonda also ruled that the decision of the minister of Internal Affairs, Eriya Kategeya, to uphold the decision of the NGO board was “null and void,” throwing COWE members mostly elderly men and women in wild celebrations after the ruling at 10:00 am.

Through Paul Badagawa, COWE directors led by Andrew Kaggwa sued Kategeya seeking nullification of his decision to uphold the de-registration.

They contended that Kategaya upheld the NGO board’s decision without hearing their side.

He said the board acted unfairly when it closed COWE without giving it an opportunity to defend itself.

COWE was closed on April 4, on grounds of “public interest” following reports that it was illegaly engaging in financial activities.
