THE Government has agreed to maintain education funding at 31% of the discretionary expenditure budget, according to a joint-position paper adopted at the on-going education sector review conference in Kampala.
The government further committed itself to spending at least 65% of the sector’s budget on Universal Primary Education and to reduce the pupil to teacher ratio from the current 56 to 54 pupils per teacher, by October next year.
The Ministry of Education assured the Education Funding Agencies Group that the recent decision by the Cabinet to cut public expenditure by 23% would not affect the sector’s priority programmes.
The Permanent Secretary, Francis Lubanga, said the finance ministry had assured them that all programmes under the Poverty Action Fund would not be affected.
