Soroti district councillors on Thursday demanded Capt. Emily Otekat, the president of the Uganda Local Authorities Association (ULAA), to vacate the district top seat, reports Kenneth Otim.

Etadu, the education committee chairperson who moved the motion, said Otekat was always out of the district and this affected the implementation of several district programmes.

“The chairman is never in the district. He is very busy with ULAA. Why should we continue having him if he can’t serve us. We should replace him with another person,” Etadu said.

But Otekat said, “Appreciate when I am not in the district because I am fighting for you councillors.”

He said he had a strong vice-chairperson and Chief Administrative Officer to run the district.

Otekat said, “I am lost but strengthening ULAA. Once ULAA is strengthened, I will be fully available in the district.”

He said ULAA was fighting to see that district council executives receive salary from the central government and council spending be increased by 20%.
