A highly placed anti-corruption officer who allegedly claimed to be President Yoweri Museveni’s special assistant attached to the Uganda Revenue Authority was on Christmas day arrested in connection with impersonating a soldier, reports Vision Reporter.
Military and Police sources confirmed the arrest of Kaitare Kaihura, famously known as KK. He was briefly detained at the Central Police Station in Kampala (CPS) before getting a Police bond after the mandatory 48 hour period of detention elapsed.
Sources at CPS yesterday said Kaihura was delivered to the cells by Chieftaincy of Military Intelligence personnel.
Army spokesman Maj. Shaban Bantariza yesterday confirmed the arrest but said, “Kaitare has never been a military man. He has never attended any chakamchaka course. He is nothing.”
Other well-placed officers The New Vision contacted declined to be named in the story.
The Police, the Chieftaincy of Military Intelligence and the Special Revenue Protection Services all denied Kaihura was part of them. According to Bantariza, Kaihura was found in possession of a pistol, a sub-machinegun and a military vehicle, which he had turned into a civilian car. He also had a military radio and an army message book with information on the military.
“He claimed to be an ADC to the highest man in the land. Kaihura has been posing as a special assistant to the President, deployed in the URA. We only know that he was at one time on the defence pay team. We need him to tell us what he has been doing between then and now with all that military equipment,” Bantariza said.
On December 8, 2002, Sunday Vision released a special report in which an Asian businessmen slammed URA and sued URA Commissioner General Annebrit Aslund and K. Kaihura.
The businessmen, who operate Genesis Uganda Ltd, said URA unfairly sold off their goods for allegedly failing to pay taxes.
Until his arrest, Kaihura has always been feared and dreaded by both URA officers and businessmen. He has been known to be in very good talking terms with URA’s top brass.
