PARLIAMENT yesterday passed the Political Organisations Bill, 1998 barring political parties from opening branches below the district level. Joyce Namutebi and Richard Mutumba report that political parties will also not hold public meetings and seminars below the district level. The Bill had stalled for a long time to enable the executive, legislators and political party activists to compromise. However, before the quorum problem was raised by Ken Lukyamuzi (Rubaga south) in December, Okumu Ringa (Padyere), moved a motion to revisit Clause 24 which deals with opening of political party offices and branches. Deputy speaker Edward Ssekandi yesterday said the motion to revisit the clause had aborted. The Bill was read a third time by the justice and constitutional affairs minister, Mr. Jehoash Mayanja Nkangi and passed. The Bill prohibits use of symbols, slogans, colours or names identifying any political organisation for campaigning for or against any candidate in a presidential, parliamentary or any other elections.
