By Elizabeth Kameo PRIME Minister Apollo Nsibambi has described former presidential candidate Col. Kizza Besigye's decision to challenge the March 12 presidential elections as a sign of democracy in Uganda. "We have just concluded presidential elections and although four former candidates have conceded defeat, Besigye is going to court. "This is positive in a sense that those who are grieved can go to another part of the State for arbitration. It shows there is democracy in the country," he said. Nsibambi was yesterday addressing representatives from 15 Commonwealth countries who are in Kampala to attend this year's commonwealth Foundation Fellowship. The one-week annual fellowship is coordinated by DENIVA. Ends
