MINISTRY OF AGRICULTURE, ANIMAL INDUSTRY AND FISHERIES CIVIL WORKS CONSULTANCY SERVICES FOR DEVELOPMENT OF FOUR FISH LANDING SITES ON LAKE VICTORIA INVITATION FOR EXPRESSION OF INTEREST (Eol) 1. The Government of the Republic of Uganda (GOU) has been granted access to Counter Value funds of Japanese Grant Aid and intends to apply part of the grant to meet the cost of civil works consultancy services required for the development of four fish landing sites on the shores of Lake Victoria. The civil works is budgeted at U. Shs. 2.0 billion. 2. The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), on behalf of GOU, now invites interested consulting firms to apply to be shortlisted/prequalified to bid for the civil works consultancy services needed to design and supervise construction of the four fish landing sites. Selection will be based on GOU procurement procedures. 3. The consultancy assignment for the design and supervision of construction of each of the four fish landing sites will include: (i) Feasibility study, economic appraisal and site selection (ii) Carrying out topographic and cadastral surveys of the site selected. (iii) Hydrographic surveys of water front areas: (iv) Geotechnical investigations on land and water front areas to ascertain subsoil conditions required for planning and designing land based and water front structures and facilities at the landing site: (v) Prepare a master plan, concept, scheme and final designs of the various structures and facilities involved and taking into account all issues of environmental concern; (vi) Carry out environmental impact assessment of the proposed developments (vii) Prepare bidding documents and undertake tender action (viii) Prepare contract documents and supervise construction of the landing site. (ix) Develop a scheme for commercial management of the landing site (x) Evaluate performance of the project. 4. Each completed landing site is expected to cover 2.5 - 4 Hectare and will have the following functional structures and facilities: fish handling facilities (jetties, piers, sorting and loading slabs etc), ice plant, office and other utility buildings, potable water supply, electricity supply, waste disposal systems, access road, security fencing. 5. It is expected that invitations to bid will be issued to shortlisted firms in June 2001. 6. Prequalification is open to firms and voluntarily formed joint ventures; 7. Applicants should include but not be limited to the following information about their firm: - Description, constitution of the applicant - Specific experience of the firm in similar assignment - Qualification and experience of key personnel proposed. - Firm's facilities available for the assignment 8. The bids will be opened thereafter in the presence of representatives of the bidders who choose to attend in the Ministry Boardroom. Late submissions will be rejected and this notice cancels the earlier ones put up on the same subject. Those who have already purchased the bid documents are requested to note the new closing date.
