Katumba Calls Police Heads

THE acting Inspector General of Police, Maj. Gen. Katumba Wamala, has summoned all heads of department in the Police for a meeting to discuss problems in the force, reports Grace Matsiko.

THE acting Inspector General of Police, Maj. Gen. Katumba Wamala, has summoned all heads of department in the Police for a meeting to discuss problems in the force, reports Grace Matsiko. The New Vision yesterday saw a circular from the Assistant Commissioner of Police in-charge of administration, Stephen Oonyu, which said the officers will brief Katumba on their roles. The date for the meeting could not be established by press time. Oonyu said the meeting would not last more than two hours. Katumba on Monday officially assumed office from his predecessor John Kisembo. Katumba has been the overall commander of the UPDF soldiers in the DR Congo since July last year. President Yoweri Museveni last week also appointed Senior Assistant Commissioner of Police in-charge of operations, Julius Odwee, acting Deputy Inspector General of Police. Both appointments are subject to parliamentary approval. Internal affairs minister Brig. Moses Ali said the appointments signified the beginning of the Government's implementation of the Ssebutinde Commission report on the Police. Katumba replaced Brig. James Kazini in Congo after a one-year military course at the US Army War College in Carlisle, Pennsylvania, where he earned a diploma in strategic leadership. He was formerly commander of the 4th Division based in Gulu. Before that he commanded the UPDF in West Nile. The Ssebutinde Commission said under Kisembo's administration, the Police had continued to register a decline in standards of professionalism, discipline and observance of human rights. The Commission recommended that the IGP be appointed on a three-year renewable performance contract. Ends
