A row has erupted between Arua district leadership and the Arua Community Association in Kampala over the implementation of development programmes in the district.

By Emmy Allio A row has erupted between Arua district leadership and the Arua Community Association in Kampala over the implementation of development programmes in the district. This mistrust has put to limbo the implementation of the resolution of the Arua Community Association (ACA) conference of 1997. ACA had proposed fundraisings among others, for building a university in Arua, constructing a mini-hydro power plant in in the town and other projects in the district. Mr. Joseph Etima, the Commissioner General of Prisons and the ACA chairman, said, "We have received negative response from the district leadership for years despite our desire to contribute towards the development of the district." He cited the mismanagement of funds, abuse of the Universal Primary Education programme and the irregularity in the awarding of contracts for tarmacking the streets in Arua town. Etima said the district was doing nothing about payment of salaries to workers of Abi farm. Mr. Alex Jurua, the district chairman, however, said Etima was criticising the wrong person. "Quarrels existed between ACA and my pre decessor, Donato Amabua. But since I took office, ACA had not come to me with their programmes," Jurua said. Ends
