By Moses Nampala THE Government has attained progress in improving quality education under the Universal Primary Education (UPE), Namirembe Bitamazire, the state minister for education, announced on Thursday. She said the Government had scored achievements in cutting down congestion and creating ideal classroom environment for learners in primary schools. Bitamazire was speaking as chief guest at a farewell party for 50 retired principals and deputy principals of teacher training colleges in the country held at Nile Resort hotel. The function was organised by the Ministry of Education and Sports. Bitamazire said primary education reforms had concentrated on teacher development which was the core constraint to primary education. "I'm happy to report that the reduction in the number of untrained teachers has allowed the ministry to achieve a ratio of one teacher to 80 pupils in infant classes from over 100," Bitamazire said.
