KAPCHORWA town council is to spend sh80m on construction of an administration block, reports Rashid Muzungyo. The town clerk, Mr. Alfred Mashandich, made the announcement on Saturday. Mashandich said the money is to be generated from local revenue within the next three financial years. He said the 20-room block will be the latest investment undertaken by the town authorities using local revenue generated from graduated tax. Mashandich also said the town council intends to provide office accomodation to both its officers and non-governmental organisation (NGOs) operating within the town. He said some of the offices will be rented out to district administration departments whicht lack office accommodation. "We shall be generating income to the town council if we rent out some of the rooms to private organisations lacking office accommodation in our town," he said. "We shall construct in phases. The first phase will cover up to the slab level and that is before the end of this financial year 2000/2001. The second phase will push it to the ring beam level while the third phase will involve roofing," Mashandich said. The project was launched at the weekend by district officials. He said the current block housing the council offices on the Kapchorwa-Kitale road is not an ideal place for office accommodation. He said the place is not ideal because of noise by vehicles. The LC3 chairman, Mr. George Toskin, had earlier told The New Vision the council intends to provide an insight into transparency and accountability in the utility of public funds. He said the council had put in place safeguards against corruption to ensure that development plans go on smoothly. Ends
