REPUBLIC OF UGANDA DIVESTITURE & REFORM IMPLEMENTATION COMMITTEE INVITATIONS OF BIDS TO PRE-QUALIFY FOR THE CONCESSIONING OF UGANDA ELECTRICITY DISTRIBUTION COMPANY LTD AND UGANDA ELECTRICITY GENERATION COMPANY LTD Background The Government of the Republic of Uganda, through the Divestiture and Reform Implementation Committee, hereby invites interested parties ("Applicants") to participate in the pre-qualification of Applicants to hold and operate concessions relating to the Uganda Electricity Distribution Company and the Uganda Electricity Generation Company. The process of selecting the Applicants will be undertaken through a two-stage competitive bid process. Applicants are invited to pre-qualify for the formal bid process as the first stage. The second stage will be a formal tender process including the pre-qualified Applicants. Legal Requirements An Applicant means the following: A) a sole entity or company, provided that such entity, or an affiliate, is an owner/operator of a hydroelectric power plant or distribution network (as applicable) B) a consortium, including such an owner/operator or an affiliate. Minimum Eligibility Requirement for Generation Concession Experience in owning (either by direct ownership or private concession) and/or operating, either directly or through one or more affiliates, hydroelectric power plants of: A) at least 300 MW installed name plate capacity (at least 100 MW for each of the past two full years) with at least one hydropower facility outside the Applicant's home country, as of 30 April 2001; OR B) at least 400 MW installed name plate capacity (at least 300 MW for each of the past three full years), as of 30 April 2001. The short-listed Applicant, or consortium, is also required by no later than the 14th of September 2001 to evidence a minimum of fifty million US dollars ($50,000,000) in shareholders equity. Minimum Eligibility Requirement for Distribution Concession Experience in owning (either by direct ownership or private concession) and operating, either directly or through one or more affiliates, electricity distribution networks (wires business as well as retail supply) of: A) at least 150,000 billed customers in total (at least 100,000 customers for each of the past three full years) with at least one distribution network outside the Applicant's home country, as of 30 April 2001; OR B) at least 50,000 billed customers in total (at least 20,000 billed customers for each of the past three full years) with at least one distribution network in a developing (non-OECD) country, as of 30 April 2001. The Applicant is also required to have carried out electrification programmes in non-OECD countries that have successfully connected at least 10,000 new customers per year in each of the past two years. The short-listed applicant, or consortium, is also required by no later than the 14th of September 2001 to evidence a minimum of one hundred million US dollars ($ 100,000,000) in shareholders equity.
