School heads told to account

Primary school headteachers have undergone a three-day Financial Management Training Course under the poverty Action Fund (PAF).

Rose Ochom, Kumi Chief Administrative Officer (CAO) warned the 187 participants that headteachers who will mismanage or divert Universal Primary Education (UPE) funds after the course will be dealt with accordingly. She said that teachers make up 60% of the employees of Kumi district. "You are all accounting officers in your schools and must present your books to auditors for checking from time to time. "Some of you run away from auditors as if they are your enemies because of lack of accountability. This mess must end forthwith," Ochom cautioned. Mr. Charles Okalebo, the District Chief Finance Officer, Mr. Matthew Oleemo, the District Tax Officer, Mr. Joseph Okwerede, Finance Officer and Mr. Jimmy Omoding, the internal auditor were among the facilitators. The headteachers were taught how to handle UPE funds, education tax and money for the girl child welfare. Their request for a bursar in each school was, however, rejected. ends
