Lukiiko Blasts Minister On Federo

MEMBERS of the Buganda Lukiiko yesterday unanimously disassociated themselves from any earlier submission by a Mengo minister to the Constitutional Review Commission (CRC) in regard to a federo system cherished by Baganda.

By Josephine Maseruka MEMBERS of the Buganda Lukiiko yesterday unanimously disassociated themselves from any earlier submission by a Mengo minister to the Constitutional Review Commission (CRC) in regard to a federo system cherished by Baganda. The Lukiiko chaired by the 87-year-old Buganda speaker, Sheikh Islam Kulumba, passed a motion maintaining the earlier decision in the Odoki Commission that Baganda prefer a federo system of governance. They agreed in principal that 'no member of the Lukiiko should make any individual submission to the CRC on behalf of the Mengo establishment.' Katikkiro Ssemwogerere said the extraordinary Lukiiko was convened to brief members on the coronation preparations, the birth of a princesses and the Baganda's views to the CRC and other developments. Enraged members criticised Mengo minister for Tourism and Commerce Peter Muliira for suggesting to the commission that districts could be used as a starting point and evolve into regional tiers. Muliira presented his submission last Friday to the Commission. He did not attend the Lukiiko yesterday and could not be traced for comment. Muliira received scathing attacks from the former speaker of the Lukiiko A.D Lubowa and the Mengo minister of agriculture Lutaaya Mukomazi for not consulting the Lukiiko or Mengo officials before making comments.
