Second Economic & Financial Management Project [EFMP II] REQUEST FOR EXPRESSIONS OF INTEREST TAX POLICY ADVISOR NDF Credit No: 301 This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business No. 531 of 31st March, 2000. The Government of the Republic of Uganda has received a Credit from the Nordic Development Fund (NDF) toward the cost of the Second Economic and Financial Management Project [EFMP II], and it intends to apply part of the proceeds of this Credit to payments under the contract for the provision of consultancy services. The objective under this assignment is to build capacity for tax policy formulation and management; strengthen capacity for revenue forecasting; and to modernize the existing tariff regime and tax policies. The specific tasks under this assignment includes: - evaluation of Uganda's tax structure, and proposing ways of improving domestic resource mobilization. - improve capacity of the department in formulating and analyzing the impact of any tax policy changes. - provide support in the preparation of short and medium term revenue forecasts. - evaluate and assist in the design of investment promotion strategy using tax and other handles. - explore options for widening the tax base with emphasis on domestic's revenues. The Ministry of Finance, Planning and Economic Development now invites eligible consultants to indicate their interest in providing these services. Interested eligible consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. A consultant will be selected through Nordic Competitive Bidding procurement procedures set out in the General Procurement Guidelines of the Nordic Development Fund and is open to all bidders from eligible source countries of the Nordic Development Fund; the World Bank as defined in the guidelines of the Bank; and the Commonwealth Member States.
