By Yunusu Abbey THE Inspector General of Government (IGG) has asked Kampala District Land Board to revoke the allocation of land in Bugolobi Estate to a private developer. IGG Jotham Tumwesigye also wants the title deed issued to Chemical Distributors Ltd (CDL) cancelled. “National Housing and Construction Corporation (NHCC) should not be denied ownership of the land it has been utilising for the last 32 years,” he said. The recommendations follow irregularities the IGG unearthed in the deal in which KDLB, chaired by Kiyimba-Kaggwa, allocated the land to CDL. The disputed land, situated in the middle of Bugolobi Estate, was allocated to CDL on May 27, 1999. But recently, the move drew strong protests from NHCC, Bugolobi Estate tenants and other parties when CDL attempted to develop it. He said KDLB had made the allocation on the basis that the land did not form part of the plots which houses Bugolobi Estate that belongs to NH&CC. In a summary report dated September 15, the IGG said, “It is therefore our findings that the whole process of allocation by KDLB of the disputed plots to CDL was not honest and the tile acquired fraudulently.” “It is therefore recommended that the allocation of the disputed land to CDL be revoked and the land title issued be cancelled,” it said. The IGG enumerated the various attempts NHCC had made to regularise its ownership of the land and the company’s objection to KDLB’s move allocating it to a private developer. Ends
