KABUL — Most of the civilian population has left the Taliban-held northern Afghan city of Mazar-i-Sharif, which is under attack from opposition forces, an opposition spokesman said yesterday.

He also said the Northern Alliance had declared an amnesty for people in Mazar-i-Sharif who had previously supported the militia.
